Tallinn Free Public Transport for Eligible Residents and Students

Tallinn's official transport guidance currently provides free city public transport for registered Tallinn residents, school students listed in the Estonian Education Information System and Estonia residents aged 65 or older. Tallinn residents generally need to buy a Public Transport Smartcard, personalise it using their Estonian identification details, and validate the right to free travel on every journey. The current city page lists the physical Smartcard price as €3 and says personalisation costs €1 at a sales point or is free online. These are setup costs for the card, not fares for qualifying journeys. Visitors and other non-eligible passengers must use paid tickets. Carry the identification required for a personalised card and validate immediately after entering the bus, tram or trolleybus to avoid a penalty.
