For GitLab.com, the current published Free-tier allowance includes source-code management and CI/CD, up to five licensed users for private top-level groups, 400 compute minutes per month and 10 GiB of repository and LFS storage per project. GitLab notes that the five-user restriction applies to Free GitLab.com top-level groups with private visibility and does not apply the same way to public groups or self-managed Free installations. Shared-runner usage can trigger card-verification requirements, so users who specifically want a no-card setup should bring their own runner or disable shared runners.
